To put this another way (and I say this as a player of both games), Steel Division's developers seem to be putting more focus on making sure the mechanics and balance serve the setting. Steel Division is slower, more subtly balanced, and larger in overall scale. CoH2 is more focused on fast, high-level competitive play and is aggressively balanced in order to serve that purpose. They are both very different games with very different goals.
